Question : Promotion of Sports

(a) whether the Government has formulated any scheme to promote sports and improve the level of sports and infrastructural facilities including stadiums, playing fields, tracks and sports training in the country including rural areas;

(b) if so, the details thereof along with the steps taken by the Government in this regard, State-wise including West Bengal, Sikkim and Manipur;

(c) whether the Union Government has received any proposals from various State Governments in this regard;

(d) if so, the present status of these proposals along with the time by which the said proposals are likely to be approved, State-wise; and

(e) the funds allocated and expenditure incurred under the sports schemes including Khelo India Scheme during the last three years and the current year, State-wise?

(a) and (b) ‘Sports’ being a State subject, the responsibility to promote sports and improve the level of sports and infrastructural facilities, including stadiums, playing fields, tracks and sports training in the country, including rural areas, primarily rests with the State/Union Territory Governments. Central Government supplements their efforts by bridging critical gaps. However, under the “Utilization and Creation/Upgradation of Sports Infrastructure” vertical of the Khelo India Scheme, this Ministry renders financial support for creation of basic sports infrastructure such as sports complex, synthetic athletic tracks, synthetic hockey fields, synthetic turf football grounds, multipurpose halls, swimming pools, etc. along with sports equipment.

Since the commencement of the Khelo India Scheme, 300 sports infrastructure projects of various categories have been sanctioned by this Ministry across the country, including in the States of West Bengal, Sikkim and Manipur. State/UT-wise details of 300 sports infrastructure projects sanctioned under the Khelo India Scheme are at Annexure.

(c) and (d) The receipt of proposals for sports infrastructure project proposals received from State/ Union Territory Governments or other eligible entities under the “Utilization and Creation/Upgradation of Sports Infrastructure” vertical of the Khelo India Scheme is a continuous process. The proposals received are considered for financial assistance as per the parameters of the Scheme subject to their completeness, technical feasibility and availability of funds under the Scheme.

As such, the time period by which approval is likely to be accorded by the Government to the said proposals cannot be ascertained.

(e) The details of the funds allocated and expenditure incurred under various sports developmental schemes of this Ministry, including the Khelo India Scheme, during the last three years and the current year are as under:
