Question : Schemes for Food Processing Sector

(a) the total number of various schemes being implemented for the development of food processing industries by the Government so far;

(b) whether the Government is facing any hardships to implement these schemes across the country and if so, the details thereof; and

(c) the steps taken/being taken to ensure the effective implementation of the various schemes ?

(a): The Ministry of Food Processing Industries (MoFPI) is implementing the Central Sector Umbrella Scheme –PRADHAN MANTRI KISAN SAMPADA YOJANA (PMKSY) with component schemes as – (i) Mega Food Park; (ii) Integrated Cold Chain and Value Addition Infrastructure; (iii) Creation /Expansion of Food Processing & Preservation Capacities; (iv) Infrastructure for Agro-Processing Clusters; (v) Creation of Backward & Forward linkages; (vi) Food Safety and Quality Assurance Infrastructure; (vii) Human Resource and Institutions; (viii) Operation Greens. As part of Aatmanirbhar Bharat Abhiyan, MoFPI has launched an all India centrally sponsored "PM Formalization of Micro food processing Enterprises (PMFME) Scheme" for providing financial, technical and business support for upgradation of micro food processing enterprises.

Also, Mission for Integrated Development of Horticulture (MIDH), being implemented by Department of Agriculture, Cooperation & Farmers Welfare, inter alia, provides financial assistance for development of post harvest management of Horticulture.

(b): In some scheme components credit linked capital subsidy, as grant-in-aid, is provided to applicants for setting up of various projects of food processing/preservation industries. There are some challenges in implementation like availability of processable variety of raw material, bank credit, skilled manpower, etc.

(c): For effective implementation of component schemes under PMKSY, there is robust surveillance mechanism in selection, sanction and monitoring of execution of projects funded by MoFPI. On recommendations of Technical Committee, the projects are approved by an Inter-Ministerial Committee under the Chairpersonship of Minister, FPI. The release of various instalments of grants-in-aid is subject to matching contribution and spending of equity of the promoters of the projects, bank loan and completion of projects works at different stages as per the guidelines and certified by joint inspection team comprising of inter-Ministerial officials and concerned banks. Regular review and monitoring of projects is also done with promoters of projects so as to complete the projects in time. Coordination with State Government is also done.
