Question : Employment for Scheduled Tribes in Social Sector

(a) the prospects of employment for the Scheduled Tribes in the social sector;
(b) whether any new scheme is going to be operated in the aspirational districts; and
(c) if so, the time by which the said scheme is likely to be implemented?

Answer given by the minister

(a) The Ministry of Tribal Affairs implements various schemes for welfare and development of Scheduled Tribes including employment in social sector. The Ministry provides funds to the State Governments based on their proposals for undertaking various employment generation activities including agriculture, horticulture, animal husbandry, fisheries and other non-farmbased livelihood activities etc. and Skill & entrepreneurship development under the schemes ‘Special Central Assistance to Tribal Sub-Scheme (SCA to TSS)’, ‘Development of Particularly Vulnerable Tribal Groups (PVTGs)’, ‘Minimum Support Price for Minor Forest Produce (MSP for MFP)’ and ‘Grants under Article 275(1)’. The details of State-wise funds release during 2020-21 under the major schemes of Ministry is as per Annexure 1.
The Ministry of Tribal Affairs is also implementing a scheme ''Institutional Support for development and marketing of Tribal Product/Produce'' wherein Grants-in-aid are provided to State Tribal Development Cooperative Corporations (STDCCs) and Tribal Cooperative Marketing Development Federation of India Ltd. (TRIFED). The objective of the scheme is to create institutions to support marketing and development of tribal products, including training and skill up-gradation of tribal Artisans, Craftsmen, MFP gatherers and creation of supply chain infrastructure etc. Under the scheme, TRIFED provides marketing platform for tribal products through its network of 73 Tribes India outlets and 33 consignment counters and 15 Franchise outlets in State Emporiums located across the country along with other e-commerce platforms. TRIFED also organizes National Tribal Festival “Aadi Mahotsav" for development of traditional art and culture of tribal population which includes food and handicraft items. The funds released under the scheme during last three financial years are as under:

Under the scheme of Minimum Support Price for Minor Forest Produce (MSP for MFP), TRIFED also implements the initiative of Van Dhan Vikas Kendras (VDVKs), launched in 2018-19, wherein tribal community owned Minor Forest Produce centric multi-purpose Kendras are set up in predominantly tribal districts which act as common facility centres for procurement cum value addition to locally available MFPs. State-wise list of VDVKs sanctioned by TRIFED and the number of beneficiaries engaged in MFP value chain development activities is at Annexure 2.
Besides, National Scheduled Tribes Finance and Development Corporation (NSTFDC), under the Ministry of Tribal Affairs extends concessional loans to the eligible Scheduled Tribe persons for undertaking any income generation activities/ self-employment through its implementing agencies under its schemes namely Term Loan, Adivasi Mahila Sashaktikaran Yojana, Micro Credit Scheme for Self Help Groups. The details of amount sanctioned, number of beneficiaries covered against said sanctions, amount disbursed and number of beneficiaries assisted covered under each of the Schemes of NSTFDC during the last three years is given as Annexure 3.
(b) & (c) No such proposal is under consideration in the Ministry.
