Question : Allocation under PMKSY

(a) whether the Government has approved an irrigation scheme called the Pradhan Mantri Krishi Sinchayee Yojana and if so, the details thereof;

(b) whether this was approved for implementation as an all India scheme with an outlay of Rs. 50,000 crore for five years on an average outlay of Rs. 10,000 crore per year and if so, the details thereof;

(c) whether the per year allocation for the said scheme has been decreased and if so, the details thereof and the reasons therefor;

(d) whether the Government is now considering it unviable for the farmers; and

(e) if so, the other alternative scheme being considered by the Government in this regard?

(a) & (b) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during 2015-16. Ministry of Water Resources, River Development & Ganga Rejuvenation, Ministry of Rural Development and Ministry of Agriculture, Cooperation and Farmers Welfare are implementing respective components of PMKSY. The outlay of the PMKSY scheme approved during financial year 2015-16 for the period 2015-16 to 2019-20 was Rs. 50000 cr. Further, 2016-17, implementation of 99 priority project under PMKSY-AIBP (including their CADWM works) with balance cost of Rs. 77595 cr. during the period 2016-17 to 2019-20 (upto Dec., 2019) was approved. The funding arrangement of central assistance & state share for these projects has been made through NABARD.

(c) Funds to the extent of Rs. 7877.7crore and Rs. 10286 cr (including Polavaram project) have been released under PMKSY during 2015-16 and 2016-17 respectively. In addition, this ministry facilitated release of Rs. 3334 crore in respect of State share for the AIBP projects in 6 states, through NABARD during 2016-17.
