Question : Illegal Sand Mining

(a) whether District Mineral Foundation (DMF) has been set up in the country especially in Jharkhand;

(b) if so, the location-wise details thereof; and

(c) the details of the works done under Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) for development of mining affected areas and welfare of people in Jharkhand so far including Ranchi district?

Answer given by the minister

(a) & (b): Section 9(B)(1) of the Mines and Minerals (Development and Regulation) Act, 1957, mandates that in any district affected by mining related operations, the state government, by notification, establish a trust, a non-profit body, to be called the District Mineral Foundation (DMF). Under this provision states of Andhra Pradesh, Chhattisgarh, Goa, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Odisha, Rajasthan, and Telangana have setup the DMF at the district level.


(c): State of Jharkhand has notified the DMF in all the 24 districts including in Ranchi, district. However, except in Chhattisgarh which has launched 5 projects in Dantewada District, other states are yet to firm up schemes under the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY).
