Question : Pharma Sector



Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) whether the Government has taken any concrete measures to facilitate the Pharma sector in the country, particularly in Tamil Nadu and if so, the details thereof;
(b) whether the Government has taken serious note on anomalies in Prices as well as quality of certain medicines marketed by different pharma companies using different brand names and if so, the details thereof;
(c) the total quantity and value of drugs/medicines imported and exported during the last three years; and
(d) the steps taken by the Government to reduce the dependence on drugs imports and increase the production in our country?

(a): The Government is implementing a Scheme titled Cluster Development Scheme for Pharma Sector (CDP-PS) under which financial assistance for common facilities is to be provided to these clusters by the Government. The Project Management Consultant (PMC) had called for Expressions of Interest (EOIs) and in the first lot, out of the six EOIs, one M/s Chennai Pharma Industrial Infrastructure Upgradation Complex (CPIIUC), Alathur District Kanchipuram, Chennai, Tamilnadu has been found suitable by the Scheme Steering Committee (SSC). As per the decision of the SSC, the first instalment of Rs. 1.40 Crore has been released to the Special Purpose Vehicle (SPV) i.e. M/s Chennai Pharma Industrial Infrastructure Upgradation Complex (CPIIUC), Alathur District Kanchipuram, Chennai, Tamilnadu.
(b): The prices of medicines sold in the country are regulated as per the provisions of Drugs (Prices Control) Order, 2013 and any violation of these provisions is dealt as per this order. Similarly, the quality of medicines is controlled as per the provisions Drugs & Cosmetics Act, 1940 and any violation is dealt as per this Act.
(c): The total of quantity and value of drugs imported and exported during the last three years as informed by Ministry of Commerce & Industry, Directorate General of Commercial Intelligence & Statistics (DGCIS) is attached at Annexure.
(d): The policies of the Government are formulated to reduce dependence of imports and increase production in the country. This is an ongoing process. Besides this, the imports are mainly done on economic considerations.
