MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE
(SHRI SBPBK SATYANARAYANA RAO)
(a) to (c): 134 proposals have been received for grant of subsidy under Capital
Investment Subsidy Scheme which was launched in December, 1999 for implementation
through National Horticulture Board (NHB) during the three years (1999-2002) of the Ninth
Five Year Plan. Of the 134 proposals, 66 have been received by National Bank for
Agriculture & Rural Development (NABARD), 47 by National Cooperative Development
Corporation (NCDC) and 21 directly by National Horticulture Board (NHB) for grant of
subsidy. The Scheme envisages back-ended subsidy to the promoters/beneficiaries after
completion of the project through respective commercial/cooperative banks. The subsidy
released by the NHB is operated by the NABARD in the case of projects financed under
NABARD re-finance Scheme and in the case of cooperative projects financed by the
NCDC, by NCDC. Also, NHB provides capital subsidy directly on completion of the project
to such units where term loans are not raised from institutional sources and projects are
funded through internal resource generation. NHB has so far released subsidy amounting
to Rs.28.00 crores under the Scheme to NABARD and NCDC. As per the guidelines, the
proposals are required to be appraised technically and financially. The proposals received
by NABARD and NCDC are appraised by respective organizations. The proposals directly
received by NHB are also appraised by NCDC. Hence, 21 proposals directly received by
NHB are under appraisal.
