Question : PROMOTION OF GROUP `A` OFFICERS



(a) the minimum number of Confidential Reports(CRs) required for the purpose of promotion of Group `A` officers of Central Government;

(b) whether an officer who has less than five CRs can be promoted on the basis of available CRs if the grades in the same are upto the mark;

(c) if so, the details thereof;

(d) whether officers are promoted only on the basis of confidential reports or whether the `service record` of officers are seen in totality for the purpose of promotion; and

(e) if so, the details that constitute `service record`?

(a): As per the extant guidelines, assessment for promiotion is to be made on the basis of Confidential Reports (CRs) for five preceding years which became available in the years preceding the vacancy/panel year.

(b) & (c): Normally, assessment has to be made on the basis of 5 preceding CRs. However, if a total of five CRs do not become available even after considering all CRs for the existing grade as well as for the lower grade, assessment may be made on the basis of available CRs.

(d) & (e): Besides the set of 5 preceding CRs, service record in the form of details of the penalties imposed on the officer in the last ten years, if any, vigilance clearance etc, are also taken into consideration by the DPC.
