Question : Rashtriya Gram Swaraj Abhiyan

(a) the scheme components and the proposed budgetary support for Rashtriya Gram Swaraj Abhiyan;
(b) the distinction of this scheme from other integrated Rural Development initiatives of the Union Government; and
(c) the other steps being taken/ proposed to be taken by the Union Government to assist the State Government in making Adarsh Gram Panchayats?

(a) The new scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) comprises four sub- schemes as per details below:

(b) Unlike the other Rural Development Schemes of the Government which broadly aim at development and welfare activities in the rural areas, RGSA seeks to develop capacities of the Panchayati Raj Institutions to facilitate implementation of inspirational, outcome oriented local development plans for attainment of Sustainable Development Goals (SDGs), incentivise the better performing Panchayats and universalise e-Governance for transparent and accountable service delivery.
(c) Apart from the Saansad Adarsh Gram Yojana being implemented by the Ministry of Rural Development, the RGSA envisages developing model Panchayats across the country which would develop roadmaps to attain SDGs in areas like sanitation, girl child education, drought proofing of agriculture through intensive handholding as peer learning centres for adjoining Panchayats to take up similar development goals.
