Question : COMPLETION CERTIFICATE

(a) whether the Builders/House owners manage to obtain regular Electricity and Water connections from DDA/MCD/DVB without obtaining completion certificate for the houses/buildings on the basis of `D` Form;

(b) if so, the reasons therefor;

(c) whether the builders and house owners carry out massive illegal/unauthorised constructions after obtaining the said connections on `D` Form;

(d) if so, whether the Government propose to make it mandatory to obtain completion certificate before regularisation of Electricity and water connection to check unauthorised and illegal construction and encroachments;

(e) if not, the reasons therefor; and

(f) the steps being taken by the Government to check this menace?

(a): Yes, Sir.

(b): The Electricity and Water connections are given by Delhi Vidyut Board/Delhi Jal Board/DDA in accordance with their policy in this regard. As per building bye-laws, `D` Form is issued prior to occupancy certificate.

(c)&(f): Whenever the illegal/unauthorised construction is reported/detected, action is taken by the concerned local body under the relevant Law/Act against builders/house owners.
