Question : Construction of Stadium

(a) whether the Government has any schemes or projects to construct stadiums in the rural areas of the country at district/Panchayat level to promote sports and create interest towards sports among the youth;

(b) if so, the progress achieved along with the details of the stadiums located in urban and rural areas of the country, State/UT-wise including Uttar Pradesh, Chhattisgarh, Maharashtra and Rajasthan;

(c) the number of such new stadiums constructed in the country during the last three years, State/UT-wise particularly in Bijnor district of Uttar Pradesh, Bilaspur, Mungeli, Gaurela-Pendra-Marwahi districts of Chhattisgarh, Latur district and Madha in Maharashtra and Jalore-Sirohi district of Rajasthan;

(d) whether the Government has allocated funds for the construction of new stadiums and renovation of existing stadiums and total funds granted, allocated and utilized during the last three years;

(e) if so, the details thereof, State/UT-wise; and

(f) the details of the current schemes and projects to promote sports activities in the rural areas of the country, State/UT-wise particularly in the States of Uttar Pradesh, Chhattisgarh, Maharashtra including Bijnor, Latur, Madha Parliamentary Constituencies and Jalore-Sirohi district of Rajasthan?

(a) to (e) ‘Sports’ being a State subject, the responsibility to construct stadiums rests primarily with the respective State/Union Territory Governments. The Union Government supplements their efforts. The stadiums in various parts of the country, both rural and urban, are under the jurisdiction of respective bodies/departments of State/UT Governments. As such, the information about them is not maintained in this Ministry. However, under the “Utilisation and creation/upgradation of sports infrastructure” vertical of the Khelo India Scheme, this Ministry has sanctioned 289 sports infrastructure projects of various categories (including renovation) across the country covering both rural as well as urban areas since the inception of the Scheme in 2016-17. State/UT-wise and district-wise details of the same are at Annexure. During the last three years, 177 sports infrastructure of various categories amounting to Rs. 1172.85 crore have been sanctioned in the country under the Khelo India Scheme.

(f) The ‘Khelo India – National Programme for Development of Sports’ was launched in October, 2016 with the aim to strengthen the entire sports ecosystem to promote the twin objectives of mass participation and promotion of excellence in sports across the country. The Khelo India Scheme focuses on broad basing of sports amongst the youth of the country and promotion of sports activities in various parts of the country, including rural sectors. One of the components of the Scheme, “Promotion of rural and indigenous/tribal games” is specifically dedicated to rural sector of the country. Further, 89 sports infrastructure projects of various categories amounting to Rs. 417.15 crore have been sanctioned in the States of Uttar Pradesh, Chhattisgarh, Maharashtra and Rajasthan under the Khelo India Scheme.
