Question : Textile Sector Skill Council

(a) whether the Textile Sector Skill Council proposes to establish training,design and research institutions or textile parks in the textile hub of Karur district in Tamil Nadu;

(b) the details of completed and future projects, programmes, job fairs, training providers/partners and certifications in the state of Tamil Nadu;

(c) the list of programmes implemented in Karur district in the last 5 years by the Textile Skill Council and Skill Development and Entrepreneurship Ministry; and

(d) the details of work done by various SSCs under National Skill Development Corporation?

Answer given by the minister


(a) to (d) Textile Sector Skill Council (TSC) set up under the aegis of National Skill development Corporation (NSDC) and incubated by textile industry associations and training providers including textile research associations and office of the Development Commissioner of Handlooms, is responsible for development of skilled work force for the textile industry through setting curriculum for training and accreditation of trade competency. The key objective of TSC is to define the skill requirement of the industry and to create a deployable talent pool of workforce for the textile industry. TSC does not have the mandate to set up any training, design or research Institution or textile park. The Ministry of Textile under theScheme for Integrated Textile Parks (SITP) has set up 8 Textile Parks in different location including Karuri.eKarur Integrated Textile Park.

Details of persons trained, certified and placed under Pradhan Mantri Kaushal Vikash Yojana (PMKVY) and other important programmesbeing executed through National Skill Development Corporation (NSDC) including TSC during last five years (2015-16 to 2019-20) in Tamil Nadu including Karur district is given at Annexure.

There are 37 Sector Skill Councils (SSCs) including Textile Sector Skill Council (TSC) set up under the aegis of National Skill Development Corporation (NSDC). SSCs are industry-led bodies responsible for creating Occupational Standards, developing competency framework, conducting Training of the Trainers’ Programmes, affiliation of Vocational Training Institutes, conducting skill gap studies in their respective sectors and most importantly assessment and certification of trainees on the curriculum aligned to National Skill Qualification Framework (NSQF). Total Number approved Qualification Packs developed by SSCs is 2250.
