(a) the details of the schemes being implemented for welfare of women and children in the country, State/UT-wise including Uttar Pradesh and Assam;

(b) the number of women and children being under these schemes during the said period, State/UT-wise;

(c) the amount of funds allocated /released /utilized and achievements made thereunder during each of the last three years and the current year, scheme, State/UT- wise including tribal areas of Jharkhand; and

(d) whether the Government has conducted the impact evaluation study of these programmes and if so, the details and the outcome thereof?

(a): The details of major schemes for the welfare of women and children in the country including in Uttar Pradesh and Assam are as hereunder:
i. Anganwadi Services scheme provides six child development related services i.e. Supplementary Nutrition, Pre-school Education, Health & Nutrition Education, Immunization, Health check-up and Referral Services. The services are provided at the Anganwadi Centres (AWCs) through Anganwadi Workers (AWWs) and Anganwadi Helpers (AWHs) to more than 8.95 crore beneficiaries. The beneficiaries of the scheme are children 0-6 years old and Pregnant Women & Lactating Mothers.
ii. Pradhan Mantri Matru Vandana Yojana (PMMVY), The benefit under PMMVY, a Centrally Sponsored Scheme, is available to Pregnant Woman for first living child of family. Under the scheme Rs.5,000/- is provided in DBT Mode to the eligible beneficiary in three installments during pregnancy and lactation in response to the individual fulfilling certain nutrition and health seeking conditions. The eligible beneficiary also receives the remaining cash incentive as per approved norms towards maternity benefit under Janani Suraksha Yojana (JSY) after institutional delivery so that on an average, a woman gets Rs.6,000/-.

iii. Beti Bachao Beti Padhao Scheme (Celebrate Girl Child, Enable her Education) was launched by the Hon''ble Prime Minister on 22nd January, 2015 at Panipat, Haryana to address the declining Child Sex Ratio (CSR) in the age of 0-6 years. Beti Bachao Beti Padhao (BBBP) is a tri-ministerial, convergent effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development with focus on Awareness and Advocacy Campaign; Multi-sectoral intervention; Effective enforcement of Pre-Conception and Pre Natal Diagnostic Techniques (PC&PNDT) Act and Enabling girl child’s education. The collective and coordinated efforts undertaken at National, State and District levels have resulted in placing this issue in public discourse. Scheme does not have any provision for direct benefit transfer; therefore no such direct beneficiaries are under the Scheme. BBBP Scheme is largely awareness generation scheme and there is no provision for Direct Benefit to any individuals. Regarding achievement under the scheme, the overall objective of the BBBP Scheme is to address the issue of decline in Child Sex Ratio and create an enabling environment for education of the girl child. Sex Ratio at Birth has been set as a monitoring parameter for the progress of Scheme. SRB (as per Health Management Information System (HMIS) of Ministry of Health and Family Welfare) has shown an improving trend of 16 points at National level from 918 (2014-15) to 934 (2019- 20).

iii. The other schemes being implemented by the Ministry of Women and Child Development are:
a. Poshan Abhiyaan,
b. Scheme for Adolescent Girls (SAG)
c. National Crèche Scheme (NCS)
d. Child Protection Services (CPS)
e. Mahila Shakti Kendra (MSK)
f. Swadhar Greh
g. Ujjawala
h. Working Women’s Hostel (WWH)
i. One Stop Centre (OSC)
j. Universalisation of Women Helpline (WHL)
k. Mahila Police Volunteers (MPV)

(b) : The number of women and children being benefitted under Anganwadi Services, PMMVY and BBBP schemes during the said period, State/UT-wise are given in Annexure-I.
(c) : The amount of funds allocated/released/utilized and achievements made there under during each of the last three years and the current year in respect of Anganwadi Services, PMMVY and BBBP schemes, State/UT-wise including tribal are of Jharkhand are given in Annexure-II.

(d) : Sectoral evaluation of schemes has been conducted. The evaluation of Anganwadi Services has found the scheme to be extremely relevant and in line with national priorities. Based on the review of POSHAN Abhiyaan, steps have taken for course correction to ensure nutritional quality, strengthen delivery mechanism, introduce transparency and leverage technology for improving governance. PMMVY has been evaluated as one of the most successful schemes that has targeted pregnant women with the objective of preventing under-nutrition and create health-seeking behaviour with real-time monitoring. Evaluation of Beti Bachao Beti Padhao (BBBP) has found that the scheme has generated significant mass- mobilisation to eliminate gender discrimination.
