Question : BPL SURVEY

 

(a) the number of persons listed in the Below Poverty Line (BPL) list as per the year 2002;

(b) whether all the persons listed in the BPL list have been covered under various schemes, if so, the details thereof and if not, the reasons therefor;

(c) whether the Government is aware that several poor people are being deprived of the benefits of various welfare schemes since their names have not been included in the BPL list of 2002 and if so, the details thereof;

(d) whether the Government is considering to prepare a new BPL list by conducting afresh survey and if so, the time by which it is likely to be done; and

(e) the details of funds allocated and spent for current census and the States that have completed the same?

(a) to (e): A Statement is laid on the Table of the House.     Statement referred to in reply to Lok Sabha Starred Question No.235 due for answer on 12th March, 2015.  

(a)   BPL list of 2002 as reported by the States/UTs is given as Annexure-I.  

(b) The Ministry of Rural Development is implementing Indira Awaas Yojana (IAY) and National Social Assistance Programme (NSAP) specifically for BPL persons. Under IAY financial assistance for construction of houses is provided to rural BPL families. National Social Assistance Programme (NSAP) consists of the following schemes - Indira Gandhi National Old Age Pension Scheme(IGNOAPS), Indira Gandhi National Widow Pension Scheme (IGNWPS), Indira Gandhi National Disablity Pension Scheme (IGNDPS) and National Family Benefit Scheme(NFBS). A total number of 174.70 lakh BPL households/families/persons have been assisted under IAY from 2009 -2010 to 2014-15 as reported by the States/UTs (up to 31.01.2015). Since inception 287 lakh beneficiaries have been benefitted under NSAP till 2014-2015. Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) provides unskilled wage employment. National Rural Livelihoods Mission (NRLM) is implemented to provide, skilled wage employment and self-employment to the members of the rural poor families. Both these programmes are not linked to BPL lists, however rural poor benefit from their implementation.  

(c) The Government is aware that several poor people may be deprived of the benefits of various welfare schemes since their names have not been included in the BPL list. Following the direction of the Hon’ble Supreme Court of India in W.P. No.196 of 2001, the Ministry of Rural Development has issued instruction to all the States/Uts that a provision may be made to allow new names to be added and ineligible names deleted from the BPL list on a continuous basis during the period to which the list applies.

(d) & (e) The Ministry of Rural Development launched a Socio Economic and Caste Census on 29th June, 2011 to generate information on a large number of social and economic indicators for ranking of households across the country to enable the States/UTs to objectively prepare a list of families living below the poverty line in rural and urban areas, which could be targeted under its programmes/schemes. The SECC has been conducted by the States/UT with the technical and financial support of the Ministry of Rural Development. Details of the funds allocated, spent and Status of the  Socio Economic and Caste Census (SECC) 2011 in the States/UTs as on 02.03.2015 are given as Annexure –II & III respectively.
