Question : Welfare Schemes for Handloom Weavers

(a) the details of welfare schemes being implemented for the handloom weavers in the country along with the funds allocated, released and spent thereon during each of the last three years and the current year, State-wise;

(b) the achievement made in providing the marketing facilities to weavers and the number of weavers benefited under the said schemes during the said period, State-wise;

(c) whether the handloom weavers and their family members are committing suicides due to financial crisis;

(d) if so, the details and reasons therefor including the number of weavers committed suicides during the said period, State-wise along with the steps taken by the Government for the upliftment of handloom weavers; and

(e) the details of provisions made by the Government to set up handloom parks for the development of handloom weavers and the amount allocated for the purpose along with the new handloom parks likely to be opened in the country, State-wise?

(a) For holistic and sustainable development of handloom sector and welfare of handloom weavers, following schemes are under implementation during 12th Plan:
(i) National Handloom Development Programme – two components
• Revival, Reform & Restructuring (RRR) Package for handloom sector
• Comprehensive Handloom Development Scheme (CHDS)
(ii) Handloom Weavers’ Comprehensive Welfare Scheme – two components
• Health Insurance Scheme (HIS)
• Mahatma Gandhi Bunkar Bima Yojana (MGBBY)
(iii) Yarn Supply Scheme
(iv) Comprehensive Handloom Cluster Development Scheme (Development of Mega Handloom Cluster)

The details of the above mentioned schemes are given in Annexure –A

The State-wise fund allocated/released/spent in the last three years and current year are given in Annexure – B. In some schemes, funds have been released to all over India basis, the state-wise fund not released. The details of funds allocated/released/spent during last three years and current year is given in Annexure – C.

(b) Details of marketing event organised and weavers benefitted is in Annexure – D.

(c) & (d): No such established case has been reported by states.

(e): At present there is no provision for setting of handloom parks. Block level cluster development projects are being supported by Government of India.
