(a) Madam, Sports Authority of India (SAI) is implementing the following sports promotional schemes to identify talented sports persons in the age group of 8-25 years and nurture them to excel at national and international competitions:
? National Sports Talent Contest Scheme (NSTC)
? Army Boys Sports Company (ABSC)
? SAI Training Centre (STC)
? Special Area Games (SAG)
? Extension Centre of STC/SAG
? Centre of Excellence (CoE)
? National Sports Academies (NSA)
SAI has established 10 Regional Centres and 02 educational institutions to implement the above sports promotional schemes in the country through 251 SAI sports centres. Presently, 11773 talented sports persons (6626 boys and 5147girls) are being trained in 27 sports disciplines on the residential and non residential basis.
The selected trainees are provided with facilities in the form of expert coaches, sports equipment, boarding and lodging, sports kit, competition exposure, educational expenses, medical / insurance and stipend as per the approved scheme norms.
A brief on SAI Sports Promotional Schemes is provided at Annexure - I.
(b) The details of sports persons availing the benefits under the SAI Sports Promotional Schemes across the country during the last three years are provided at Annexure – II.
(c) The details of funds provided under the schemes during the last three years are provided at Annexure – III, IV and V.
(d) The Governing Body of SAI has also approved the following new SAI Centres to be established during 2016-17:
? Special Area Games Centre at Dandeli, Karwar District, Karnataka (for Siddi Tribes)
? Special Area Games Centre at Kargil, J&K
? Special Area Games Centre at Lakshdweep
? Restoration of SAI Training Centre at Hazaribagh, Jharkhand
? 05 new Boys Sports Company (BSC) Centres in collaboration with Army/Navy/Air Force
(e) Yes Madam. The details of such cases during the last three years is given in Annexure-VI. The accounts of the field units are being audited by the duly engaged CA and subsequently, the accounts are being audited by the CAG for ensuring standards of financial propriety.
(f) For making the schemes more beneficial and for their effective implementation so as to gain optimum benefits, the review of the schemes is a continuous process. However, the selection criteria of all the schemes was specifically reviewed by a committee of experts during 2015-16. Based on the recommendation of the experts committee, the Financial Norms and Selection Criteria were revised and, after the approval of the Competent Authority, notified for implementation during 2016-17.
