Question : Suicide Cases

(a) whether cases of suicide are on the rise in various parts of the country and if so, the total number of suicide cases reported during each of the last three years and the current year, gender and Statewise including Bengaluru, Mumbai, Delhi etc.;

(b) the details of college/university students who committed suicide in the NCT of the Delhi during the said period;

(c) whether the Delhi Police has registered complaints for abetment of suicide/criminal negligence by College/ University Authorities and if so, the details thereof and the action taken by the Delhi Police in this regard during the said period;

(d) whether the Government has conducted any survey to identify the causes/circumstances for such incidents, if so, the details and outcome thereof;

(e) whether the Government is taking any comprehensive measures to deal with the sensitive issue like suicide with the help of experts in psychiatry and associated field to infuse confidence among people to face critical challenges of life and if so, the details thereof; and

(f) the other measures taken to bring down the cases of suicide in the country?

(a) to (b): State/UT-wise and Mega-city-wise (including Bengaluru, Mumbai, Delhi etc.) data on suicides (gender-wise) reported during 2013 to 2015 is enclosed at Annexure – I & II respectively. The specific information regarding details of college/university students who committed suicide is not maintained centrally.

(c): Delhi Police takes necessary legal action as per law on all the complaints received by Delhi Police. However, during the years 2016 and 2017 (upto 31.3.17), only two complaints for abetment of suicide/criminal negligence by college/universities were received by Delhi Police and the details are at Annexure -III.

(d) to (f): Health being a State subject under List - II of the Seventh Schedule of the Constitution of India, States are empowered to implement its own programmes. However, the Government of India attaches highest importance in the matter and has approved implementation of the District Mental Health Programme in some of the districts of the country with added components of suicide prevention services, work place stress management, life skills training and counseling in schools and colleges.
