Question : FLOOD CONTROL AND MANAGEMENT SCHEME



(a) whether some parts of various States are badly affected by flood in the country every year;

(b) if so, the details thereof alongwith the names of most affected parts of the country, State-wise;

(c) the extent of loss suffered by these States during the last three years and the current year, State-wise and year-wise;

(d) the details of proposals sent by the various State Governments for Central assistance for flood control and management, State-wise and the action taken by the Union Government thereon;

(e) the funds allocated and released to various States for flood control and management during the last three years and the current year, State-wise and year-wise;

(f) whether the Union Government has formulated any flood control and management scheme for these States;

(g) if so, the details thereof; and

(h) the time by which the said scheme is likely to be implemented?

(a), (b) & (c) Yes Sir, some parts of various States specially lying in Ganga, Brahmaputra and Mahanadi basins are affected by the floods every year in varying degree. Bihar, Uttar Pradesh & West Bengal are the predominant flood affected states in Ganga basin, Assam & West Bengal in Brahmaputra basin and Orissa in Mahanadi basin. The details regarding extent of loss etc. are maintained by respective State Governments. However, as per preliminary estimates received from the State Governments during the last three years and the current year, the State - wise position of loss of human lives, livestock and damage to agriculture cropped areas and houses caused due to cyclonic storms/ floods/ landslides etc. are given in Annexure-1.

(d) to (h) During XI plan, in order to provide financial assistance to the State Governments for undertaking river management, flood control, anti-erosion works, anti-sea-erosion works, drainage development, flood proofing, flood prone area development programme, restoration of damaged flood management works, etc. in critical reaches, a state sector scheme namely, `Flood Management Programme (FMP)` at an estimated cost of Rs. 8000 Cr. has been approved `in principle` by the Cabinet in its meeting held on 02.11.2007. Further, as directed by Cabinet, an Empowered Committee on FMP under the chairmanship of Secretary (Expenditure), Ministry of Finance has been constituted for examining and approving of the proposals submitted by the State Governments to ensure cost effective solutions. State-wise details of proposals received, approved by the Empowered Committee and fund released to the State Governments during XI plan (2007-10) under Flood Management Programme are enclosed at Annexure-2. Further, details of Central Assistance provided to States during 2006-07 (X plan) under various Plan Schemes are enclosed at Annexure-3.
