Question : Benefits to Tribal Communities under MGNREGS

(a) whether the funds allocated, particularly for Sahibganj, Pakur, Godda and Dumka districts of Jharkhand under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) are being diverted to various other works as a result of which the people of tribal community residing in these districts remain deprived of the benefits of the scheme;

(b) if so, the details thereof and reaction of the Government thereto; and

(c) the corrective steps taken/ proposed to be taken by the Government in this regard so that benefits of the said scheme reach the intended population in these districts?

(a) & (b): The State Government of Jharkhand has reported that no funds allocated under MGNREGS have been diverted from districts to other schemes.

(c): To ensure transparency and reduce unnecessary parking of funds at the field functionary’s level in the States, the Ministry has introduced Electronic Fund Management System (e-FMS) and National Electronic Fund Management System (NeFMS) in 21 States including Jharkhand and 1 UT for direct payment of wages into workers account under DBT. A path breaking initiative for improved planning, effective monitoring and greater transparency with the use space technology for geo-tagging of MGNREGA assets was launched in FY 2016-17.
