STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 66 ON 21st NOVEMBER, 2019 ASKED BY DR. UMESH G. JADHAV REGARDING ‘CONSTRUCTION OF RING ROADS’

(a) to (e) Government of India had approved Bharatmala Pariyojana Phase-I in October, 2017 for development of highway stretches with an aggregate length of about 34,800 km (including 10,000 km residual NHDP stretches) at an estimated outlay of Rs. 5,35,000.00 crores. Under Bharatmala Pariyojana, 28 nos. Ring Roads as well as 191 nos. of choke points/congestion points have been identified for development. There is also provision in Bharatmala Pariyojana to take the projects under Grand Challenge Mechanism on the request of respective State Governments, if they are ready to bear at least 50% cost of land acquisition.
Under Bharatmala Pariyojana, there is provision of 02 nos. ring roads at Bangalore (passing through Bangalore rural, Bangalore urban, Ramnagara districts in the state of Karnataka and Krishangiri district in Tamil Nadu) and Belgaum (in the Belgavi district) as well as interventions at Bellary, Hospet, Hubli, Dharwad, Hassan, Mangalore (Dakshina Kannada district), Udupi cities etc. in the State of Karnataka. The preparation of Detailed Project Report (DPR) for Bangalore Ring Road, Belgaum Ring Road and intervention at Mangalore city (Ring Road) has been initiated for finalisation of Plan & Profile, Cost Estimates, Bid Documents, Land Acquisition requirements etc. As per initial estimation, cost for Bangalore Ring Road is about Rs. 7906 crores and for Mangalore city Ring Road is about Rs. 3280 crores. Cost for Belgaum Ring Road has not been estimated.
Development of highway stretches is taken up post finalisation of alignment, cost estimates, land acquisition requirement etc. based on outcome of Detailed Project Report (DPR)/ Feasibility Study, project viability, inter-se-priority and availability of funds.
