(a) Salient Features of Assistance to States for Infrastructure Development of Exports (ASIDE) scheme are as under:
• ASIDE is a Centrally Sponsored Scheme (CSS) started by the Department of Commerce in 2002-03. It is aimed at providing assistance to the State/ UTs for creating appropriate infrastructure for development and growth of exports.
• The scheme is exclusively used for creating infrastructure which does not get reflected either in the State / UT plan or in the plans of the Central Ministries or its organization(s), yet such infrastructure is critical for growth of exports. The activities should have an overwhelming export content and their linkage with exports should be fully established.
• The outlay of the scheme has two components i.e. State component (80% of the funds) and Central component (20% of the fund). Fund allocation under State Component is provided to each State / UT on the basis of a formula giving due weightage to the last 4 years’ export and the population of the State. A State Level Export Promotion Committee (SLEPC) under the Chairmanship of Chief Secretary of the respective State, scrutinizes and approves the specific projects out of the funds allocated to them under State Component of the scheme. Projects under Central Component are approved by the Empowered Committee on ASIDE headed by the Commerce Secretary.
(b) Details of fund allocated / released / utilization reported by State under the Scheme during each of the last three years State /UT wise including Gujarat are enclosed as Annexure-I and for current financial year, since the scheme is delinked from support of centre, allocation of funds to States/UTs under ASIDE is NIL.
(c) 1674 projects were approved by State Level Export Promotion Committee (SLEPC) with ASIDE support (State Component) amounting to Rs. 6393 crore. Out of which 1156 projects have been completed.
So far 474 projects with ASIDE funding of Rs.1862 crore has been approved by Empowered Committee of Department of Commerce under Central Component of ASIDE. Out of which 362 projects are completed.
(d) to (f) The ASIDE scheme has been delinked from support of Centre in the Union Budget 2015-16 due to increased tax devolution to States from 32% to 42%. Consequently more funds are now available at the disposal of States for funding various export infrastructure activities. Rs. 50 crores has been allocated for ongoing projects sanctioned under Central Component of ASIDE.
A Central Sector Scheme namely Niryat Bandhu Scheme is being implemented in various States/UTs which is a capacity building programme, in association with all the stakeholders, for mentoring new and potential exporters to make a positive impact on the export earnings of the country.
As per Foreign Trade Policy 2015-2020, a number of policy measures and export incentives have been extended to boost export of various products including textile under schemes such as the Merchandise Export from India Scheme (MEIS).
