Question : Shortage of Funds for Higher Education

(a) whether there is a shortage of funds for expansion and improvement in quality of higher
education;
(b) if so, the details thereof along with the funds sanctioned/utilized during the last three
year; and
(c) the detailed share of private sector in total expenditure on higher education during the
last three years?

(a) : No, Sir. The funds required for expansion and improvement in quality of higher
education are provided through budgetary support and Higher Education Financing Agency
(HEFA). HEFA is a Non-Banking Finance Company set up by the Government to fund the
infrastructure requirements of Central Educational Institutions.

(b) : The budget allocation and expenditure of the Department of Higher Education,
Ministry of Human Resource Development during the last three years is as given below:
