Question : Revival of Stalled Projects

(a) the details of the stalled projects, National Highway and State-wise and the reasons therefor;

(b) whether the Ministry has formulated any panel to resolve/revive the stalled projects, if so, the details thereof;

(c) the number of stalled projects considered for revival along with the time frame fixed; and

(d) whether the Government has held discussions with lenders and officials who are trying to clear the road blocks holding up these projects and if so, the details thereof?

(a) to (d) 19 National Highway (NH) projects were delayed due to various reasons including land acquisition, utility shifting, delay in obtaining statutory clearances, litigations and financial problems of the concessionaires and frequent ban in mining nearby the project area and insufficient availability of raw material for construction etc. Out of the 19 projects, 6 projects have been resolved, 3 have been terminated and 10 projects are still stalled. A list of these 19 languishing projects is placed at Annexure. To revive stalled/languishing highways projects, Government has permitted one time fund infusion to revive and physically complete such projects under Public-Private Partnership (PPP) mode and has also allowed Rationalised Compensation to concessionaires, in case delays are not attributable to them, to increase fund flow into the highway sector. Various steps have also been taken by the Government/National Highways Authority of India (NHAI) to remove the hurdles affecting the construction of national highway projects including streamlining of land acquisition and regulatory clearances, close coordination with other ministries, revamped Disputes Resolution Mechanism etc.
