Question : RECOGNITION TO MEDICAL AND DENTAL COLLEGES



(a) the norms and procedure laid down for setting up and grant of recognition to new medical and dental colleges in the country;

(b) whether any delay has been reported in grant of permission to start new medical and dental colleges from the Government despite having clearances from the Medical Council of India (MCI) and the Dental Council of India (DCI), if so, the details thereof and the reasons therefor;

(c) the number of proposals for setting up and recognition of medical and dental colleges received by MCI and DCI along with the number of them approved and still pending for approval indicating the reasons for pendency during each of the last three years and the current year, State/ UT-wise;

(d) whether cases of irregularities and corrupt practices have been reported in grant of recognition to medical and dental colleges in the country; and

(e) if so, the details thereof along with the action taken/proposed to be taken by the Government against those found guilty during the said period, State/UT-wise?

THE MINISTER OF HEALTH AND FAMILY WELFARE (DR. HARSH VARDHAN)

(a): The medical and dental colleges in India are setup in accordance with the procedure given in Indian Medical Council, Act 1956 and Dentists Act 1948 and Rules & Regulations made thereunder respectively. Recognition of medical/dental college is considered when the first batch of MBBS/BDS students appears in the final university examination. The Medical Council of India (MCI) and Dental Council of India (DCI), as the case may be conducts inspection of the college to assess the standard of examination and facilities available at the college as per the standard requirement prescribed in their respective Regulations. On the recommendation of the MCI/DCI, the Central Government recognizes and notifies the medical qualifications under Section 11(2) of the IMC Act, 1956 and dental qualifications under Section 10(2) of Dentist Act, 1948.

(b): No such case has been reported.

(c): The information is annexed (Annexure I-IV).

(d) & (e): No case of irregularities and corrupt practices have been reported in grant of recognition to medical/dental colleges. The Central Government forwards the complaints to Vigilance Division of the Ministry and to the MCI/DCI/State Government depending on the nature of complaints for necessary inquiry and appropriate action.
