Question : Beti Bachao Beti Padhao Scheme

(a) the salient features of Beti Bachao Beti Padhao(BBBP) scheme being implemented by the Government, indicating its coverage and districts selected and criteria adopted for their selection;

(b) the total project cost of the scheme along with the funds allocated/released and utilized thereunder since its inception, State/UT-wise;

(c) whether the scope of the scheme has recently been widened and if so, the details thereof;

(d) whether the Government has assessed the impact/performance and progress/achievements made under the scheme, if so, the details and outcome thereof;

(e) whether the Government has fixed any target for coming years under the said scheme, if so, the details thereof along with the action plan to achieve the target; and

(f) the further measures taken by the Government to popularise the scheme and extend its coverage to more districts in the country

(a) Beti Bachao Beti Padhao (BBBP) was launched by Prime Minister on 22nd January, 2015 at Panipat, Haryana. BBBP addresses the declining Child Sex Ratio (CSR) and related issues of women empowerment over a life-cycle continuum. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. The key elements of the scheme include Enforcement of PC&PNDT Act; Nation-wide awareness and advocacy campaign and multi-sectoral action envisaged in select 100 districts in the first phase. The criteria for selection of 100 districts under the Beti Bachao Beti Padhao scheme are as under:-

• 87 Districts have been selected from 23 States/UTs having Child Sex Ratio below the National average of 918.
• 8 Districts have been selected from 8 States/UTs having Child Sex Ratio above National average of 918 but showing declining trend.
• 5 Districts have been selected from 5 States/UTs having Child Sex Ratio above National average of 918 and showing improving trend so that other parts of country can learn from them.

The list of 100 districts envisaged under BBBP is enclosed at Annex-I.

(b) The total project cost of the Scheme for Beti Bachao Beti Padhao for the remaining part of the 12th Five year Plan (2 & ½ years ) is Rs. 276.00 crore with 100% Central Assistance. An amount of Rs. 36.48 crore was released during the Financial Year 2014-15 and an amount of Rs. 63.65 crore was released during the Financial Year 2015-16 to Ministry of Information and Broadcasting and State/UTs .
The details of fund released to State/UTs during the Financial Year 2014-15 and 2015-16 are enclosed at Annex II.

(d) Since the overall objective of the Scheme is to improve declining Child Sex Ratio in the country and create an enabling environment for the education of girl child, this requires long-term attitudinal change. The Scheme is at a nascent stage of implementation and its too early to assess its impact at this stage. However, scheme has been received well and in the last one year, several local innovative interventions have been demonstrated by the districts with support from Departments of WCD, Health & Education.

(c), (e) & (f). BBBP aims to address the issues of declining Child Sex Ratio (CSR) and enabling Girl Child education. Towards this purpose, multi-sectoral interventions are carried out in selected BBBP districts. Apart from this an awareness campaign is carried out for creating awareness and visibility about the criticality of the issue of declining Child Sex Ratio in the country. Since the scheme is received well in the 100 districts the scope of the scheme has been further extended to 61 new districts. A list of additional 61 districts is attached at Annexure III
