Question : Funds to Schemes

(a) the details of the funds released to Darbhanga in Bihar under various schemes of the
Ministry for betterment of both school level and higher education as well as to improve
conditions of teaching and nonteaching staff;
(b) whether the funds released under the said schemes have been utilized under the
respective schemes;
(c) if so, the details of the schemes under which the work has been completed or is near
completion; and
(d) the reasons for non-completion of the said works?;

(a): Funds released under the schemes of the Department of School Education and Literacy,
Ministry of Human Resource Development are as follows:
Samagra Shiksha: Under the scheme, Central Government released funds to the States and
UTs. An amount of Rs 2557.97 crore was released to the State of Bihar in year 2017-18 under
erstwhile (Sarva Shiksha Abhiyan) SSA. The State has utilized Rs. 7330.08 Crore (which
includes State share). Details of funds received by DLO Darbhanga District through State
Government are given below:

National Means-cum-Merit Scholarship Scheme (NMMSS): Under the scheme, the
scholarship amount Rs. 12000/- per year is provided with effect from 1st April, 2017. Funds
released during 2017-18 and 2018-19 are as under

National Scheme of Incentive to Girls for Secondary Education (NSIGSE): Under the
scheme, a sum of Rs.3000/- is deposited in the name of eligible unmarried girls as fixed deposit
on enrolment in class IX, who are entitled to withdraw it along with interest thereon reaching on
18 years of age and passing class 10th examination. The Indian Bank and Union Bank of India
are the implementing agencies for the scheme. The scheme is covered under the Direct Benefit
Transfer (DBT) Scheme. The scheme is on National Scholarship Portal.

Education (NSIGSE) during 2017-18 and 2018-19:

Saakshar Bharat Programme: Under this programme, grant was released to State
Government directly and not the district level authorities. An amount of Rs.380.32 crore has
been released from 2009-10 to 2017-18 to Bihar.
Support is given to State Governments and UT Administrations on several interventions to
improve teaching standards, including inter alia; regular in-service teachers’ training, induction
training for newly recruited teachers, training on ICT Component, Inclusive Education, Gender
Sensitization and Adolescent Education and remedial teaching for academically weaker
students and for strengthening of teacher education institutions.

Educations being in the Concurrent List of the Constitution, a majority of the schools are under
the jurisdiction of respective States and Union Territories (UT). Hence, the recruitment, service
conditions and redeployment of teachers are primarily in the domain of respective State
Governments and UT Administrations. The Central Government has been consistently pursuing
the matter of expeditious recruitment and redeployment of teachers with the States and UTs at
various fora. Advisories on this issue have also been issued to States and UTs from time to
time.
(b) to (d): Yes Madam. As regards Samagra Shiksha, details are attached as Annexure.
Mid Day Meal has been provided to all children studying in Classes I-VIII of Government,
Government-Aided, Special Training Centres including Madarsas and Maqtabs supported under
Samagra Shiksha. As regards National Means-cum-Merit Scholarship Scheme (NMMSS), the
funds are not released to State and are released to State Bank of India, New Delhi which
disburses the scholarship amount directly into the students’ bank accounts following DBT mode.
Under the scheme National Scheme of Incentive to Girls for Secondary Education (NSIGSE),
the funds are not released to State and are released to Union Bank of India for the NSIGSE
scheme account. The bank makes maturity payments to eligible girls. Under the Saakshar
Bharat Scheme, a total of 1,54,23,456 learners have been certified against the target of
1,47,66,427 learners in the State of Bihar.
