Question : Irregularities in Developing Stations

(a) whether cases of alleged irregularities/ corruption or inordinate delay in developing stations have come to the notice of the Government during the last three years and the current year;

(b) if so, the details thereof, zone-wise and the reasons for the delay;

(c) the present status of such cases;

(d) the details of the funds provided by the Government for development of the said stations along with utilisation as reported by the developer during the said period; and

(e) the other steps taken by the Government to ensure timely development and prevention of irregularities/corruption/inordinate delay in development of the said stations across the country?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO.391 BY SHRI SANJAY DHOTRE AND DR. SATYAPAL SINGH TO BE ANSWERED IN LOK SABHA ON 14.12.2016 REGARDING IRREGULARITIES IN DEVELOPING STATIONS

(a) No complaint of irregularities/corruption regarding development of railway stations over Indian Railways has been received.
(b) & (c) Do not arise
(d) The expenditure on development of stations is funded under Passenger Amenities Plan-head, apart from the projects which are envisaged to be taken up in PPP mode by leveraging real estate potential of railway land/air space in and around stations. Zone-wise details of funds allocated/spent under Plan-Head ‘Passenger Amenities’ during the last three years and current year are appended.
(e) Regular monitoring is done by railway authorities at various levels to prevent delay in execution of work. The Railways also have a vigilance organization, spread over the entire railway system which conducts preventive and surprise checks and investigates complaints of corruption received. If any irregularity is detected, suitable disciplinary action is taken depending upon the gravity of the charges. Corrective measures for system improvement and increasing transparency are also taken regularly.
