Question : Power Consumption by CIL

(a) the current average need of power by Coal India Limited (CIL) to carry on its operation along with the expenditure incurred on power consumption during the last three years and the current year, year-wise;

(b) whether the CIL proposes to generate energy to meet its own power consumption, if so, the details thereof along with the expenditure likely to be incurred thereon and the sources of funding the expenditure; and

(c) whether any Memorandum of Understanding has been signed by the CIL in this regard, if so, the details thereof and the present status of the project?

(b) & (c): Coal India Limited(CIL) envisages setting-up 1000MW solar power and entered into Memorandum of Understanding with Solar Energy Corporation of India(SECI). SECI has invited tender for 200 MW in the first phase. The funding pattern has not been decided for the Solar project. Mahanadi Basin Power Limited (MBPL) has been formed as Special Purpose Vehicle (SPV) a wholly owned subsidiary of Mahanadi Coalfields Limited for power generation of 2x800 MW through Pit Head Power plant at Basundhara Coalfields. CIL Board has approved the Detailed Project Report (DPR) for a capital outlay of Rs. 11363.18 Crs. on 08.11.2014. This investment is envisaged to be funded with 70 : 30 debt to equity ratio. However, the power purchase agreements have not been finalized in both the cases for determining the share of CIL.
