Question : Commissions for Women and Child Rights

(a) whether a number of States/UTs have not constituted Women Commission and Commission for Protection of Child Rights in the country and if so, the details thereof;
(b) whether the Government has issued any guidelines/directions to States/UTs and fixed any time limit in this regard;
(c) if so, the details and compliance status thereof;
(d) whether the Government in coordination with the States has prepared any guidelines to constitute the Commission for protection of child rights at the district level; and
(e) if so, the details therof and if not, the reasons therefor?

(a) to (c) As per information available, all the States have constituted State Commissions for Women. However, State Commissions are constituted by the respective State Governments under their own State legislations. State Commission for Protection of Child Rights have been set up in All States/UTs except Daman & Diu. Commission for Protection of Child Rights Act, 2005 is not applicable in Jammu and Kashmir.

(d) & (e) There is no such proposal to set up State Commission for Protection of Child Rights at district level.
