Question : LETTERS FROM MEMBERS



(a) whether Members of Parliament have written to the MOS(PP) about enrolling more number of suppliers for the supply for similar items when neither the quality of their items is superior to the existing ones nor the sales figure warrant such additional enrolment and sought to know the reasons thereof and whether MOS(PP) has not replied the letters for more than six months;

(b) if so, the reasons for such inordinate delay in replying to letters and taking steps to check the corruption and corrupt practices in the Kendriya Bhandar;

(c) whether Crompton Greaves have further been enrolled as a supplier to supply the same items which three suppliers are already supplying and the rates of the Crompton Greaves are far more than the existing two;

(d) whether the file has not been cleared by the Chairman and yet they were enrolled;

(e) whether the registration formalities were completed after issue of tender enquiry meant for registered dealers only; and

(f) if so, the action proposed to be taken against the general manager for showing favours to Crompton Greaves and ill-will to other supplier whose application was pending for year?

(a): Yes, Sir. However, the fresh tenders were issued because it was felt that competition would result in lowering of prices and benefits to the consumer.

(b): Letters received from Members of Parliament receive the highest priority and every case is followed up individually. However, most letters also have policy implications and the policy laid down in this Department O.M. dated 14.7.1981 is under review. Hence there was some delay in replying in the past.

(c): Yes Sir. Crompton Greaves which is a reputed brand and is also on DGS&D rate contract had sent a request to participate in limited tender which was allowed to generate a healthy competition. The rate of Crompton Greaves bulbs as compared to other three suppliers are given in the statement enclosed.

(d): No, Sir. The case has been approved by the Chairman.

(e): No, Sir. Registration formalities are completed only after approval of rates received against the limited tender enquiry among the registered and reputed suppliers.

(f): No favour has been shown by the General Manager, Kendriya Bhandar to M/s. Crompton Greaves. The introduction of M/s. Crompton Greaves has resulted in lowering of rates of competing brands and benefit to the consumer.
