Question : Targets under Swachh Bharat Mission-Urban

(a) the in-depth details of the Open Defecation Free (ODF) Urban Local Bodies (ULBs) in the country;

(b) whether the Government has recognized priority districts of Gujarat or at the national level to achieve cent-percent target and if so, the details thereof;

(c) the details of cities declared ODF+ and ODF++ in the country including the State of Gujarat;

(d) whether the Government has data of target achieved by the Government under Swachh Bharat Mission-Urban, if so, the details thereof and if not, the reasons therefor; and

(e) whether the Government is facing any problems while constructing toilets in ULBs and if so, the reasons therefor and the steps taken by the Government in this regard?

(a) to (c) : All houses in urban areas, including in Gujarat, that did not have access to toilet facilities, were prioritised to be provided with individual household toilets or with Community Toilets, as the case may be.
Contd..p.2/- Under SBM-U, 4,371 Urban Local Bodies (ULBs) out of the 4372 ULBs in the country, have been declared as Open Defecation Free (ODF). 4,316 out of 4372 ULBs have been ODF certified through third party verification process.

3,339 out of 4372 ULBs have been certified as ODF+. An ODF+ city/ ULB require all its Community and Public Toilets (CT/PTs) to be operated and maintained as per the protocol for ODF+ rating, ensuring their functionality and proper maintenance for continued usage.

961 out of 4372 ULBs have been certified as ODF++. An ODF++ city/ULB require it to address complete sanitation value chain, i.e., safe containment, evacuation, transportation, processing and disposal of faecal sludge and septage from CT/PTs and ensuring that no untreated sludge is discharged into open drains, water bodies or in open fields.

The State-wise details of the ULBs, including in Gujarat, which are certified as ODF, ODF+ and ODF++ is at Annex-I.

(d): The physical progress made under the Swachh Bharat Mission -Urban (SBM-U) since its inception on October 2, 2014 is at Annex-II.

(e): No specific problem regarding construction of toilets in ULBs has been brought to the notice of the Union Government. As may be seen in Annex-II, the targets in construction of both Individual Household toilets (IHHLs) and CT/PTs under SBM-U have been exceeded.
