Question : Accident-Prone Black Spots on NHs

(a) whether the Government is aware of the accident-prone black spots on National Highways (NHs) and if so, the details thereof particularly in Tamil Nadu;

(b) whether the Government proposes to widen the road at such stretches and if so, the details thereof;

(c) whether the protection walls at such stretches have been repaired to make them stronger and if not, the reasons therefor; and

(d) the details of funds allocated and utilised for the safe transport and installation of traffic signs and fluorescent lights in such areas to prevent accidents in future?

(a) to (d) Based on fatalities/accidents in 2011, 2012, 2013 & 2014 calendar years, 789 black spots have been notified with unique ID numbers assigned to each of the spots. Out of 789 black spots identified, 129 black spots are under the State Government. 412 black spots have already been rectified out of remaining 660 black spots on National Highways. In the state of Tamil Nadu, 96 black spots have been identified on National Highways out of which 35 black spots have already been rectified. Based on the site inspection, survey etc. type of corrective/remedial measures are carried out such as junction improvement, improvement of horizontal/vertical alignment/curvature, footpath, protection / retaining wall, crash barrier, foot over bridges, Zebra crossings, Traffic calming measures etc. As regards budgetary allocation to rectify accident black spots, funds are met out of the allocation made for the development of National Highways.
