Question : Skill Development Programme

(a) whether the Government has formulated any scheme to impart training and provide employment opportunities to the rural youth, if so, the details thereof;

(b) whether the Government proposes to seek any assistance from the corporate sector in this regard, if so, the details thereof;

(c) whether the Government proposes to cover educated unemployed youth of minority communities under this scheme;

(d) if so, the details thereof; and

(e) the names of States where the said scheme for this purpose have been proposed to be implemented?

(a) : The Government is implementing a placement linked skill development scheme, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), for rural poor youth under National Rural Livelihood Mission (NRLM). The scheme is being implemented in PPP mode through Project Implementing Agencies and provides, inter-alia for:

• Market-led, placement-linked training programme for rural youth.

• Mandatory assured placement to 70% of the trained candidates.

• Focus on rural youth from poor families in the age group of 15 to 35 years.

• Social inclusion of candidates through mandatory coverage of socially disadvantaged groups.

• Minimum Salary of Rs.6000 per month or minimum wages specified by a State Government, which ever is higher (after a three month training course).

• Post-placement support to candidates.

• Career progression support, Retention support and Foreign placement support provided for quality outcome.

The Ministry is also undertaking skill development through Rural Self Employment Training Institute (RSETI), which aims at creating self employment opportunities among the rural poor. RSETIs are bank led initiative with the active support of the Government of India and the State Governments. is also being implemented by the Government. The Government of India provides one time infrastructure support of Rs. 1 crore besides reimbursing the cost of training rural poor candidates at the rate of Rs. 200 per candidate per day. The State Government provides land free of cost or at nominal charges. The Banks are responsible for day to day functioning of the RSETI. The core strength of the RSETI lies in its short term training and long term handholding to the rural entrepreneurs for setting up micro enterprises. RSETIs offer 227 different types of Entrepreneurship Development Programmes (EDPs) in various avenues.


All the programmes are of short duration intervention ranging from one to six weeks. As on date 583 RSETIs are functioning in the country.

(b) : DDU-GKY Guidelines allows funding of skill training projects through CSR funds.

(c) : Yes, Madam.

(d) : DDU-GKY Guidelines provides for a mandatory 15% coverage of minority communities at national level in the total candidates to be trained under the scheme. DDU-GKY does not prescribe minimum educational level for skill training and school drop-outs are also eligible for skill training under the scheme. Similarly, there is no minimum educational qualification required for participating in RSETI skill training program.

(e) : DDU-GKY scheme is being implemented in the States of Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir (as Himayat), Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Sikkim, Tamilnadu, Telangana, Tripura, Uttar Pradesh and West Bengal. RSETIs have been set up in all States except Goa.
