Question : SETTING UP OF REFINERIES



(a) whether the Government proposes to set up any refineries in Odisha with the help of various Oil Marketing Companies including Indian Oil Corporation Limited;

(b) if so, the details thereof along with the fund earmarked and status of investment plan in petroleum/chemicals chalked out by the Government in Odisha;

(c) whether the Government has made any assessment with regard to socio-economic impact of such projects on local population in the State and if so, the details thereof along with the efforts made/proposed by the Government to safeguard the interest of local population;

(d) whether the Government proposes to expand/modernize other refineries in the country particularly Kochin and Barauni refineries; and

(e) if so, the details thereof and the time by which the said expansion/ modernization is likely to be completed, OMC/refinery-wise?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF PETROLEUM AND NATURAL GAS (SHRI DHARMENDRA PRADHAN)

(a) and (b): Indian Oil Corporation Limited (IOCL) is setting up a 15 MMTPA grassroot Refinery at Paradip, Odisha. The approved cost of Paradip Refinery Project is Rs.29,777 crore. Presently the project is in last phase of completion and has achieved 96.7% overall physical progress, as of June, 2014. In addition IOCL Board has approved Polypropylene Project at Paradip in March, 2014 with an estimated cost of Rs.3150 crore and completion schedule of September, 2017.

(c) The IOCL has informed that construction of the Paradip Refinery has generated employment for about ten thousand skilled and unskilled people of nearby areas thereby improving their social and economic condition. IOCL has also taken various Corporate Social Responsibility (CSR) works in the surrounding areas to improve the quality of the local people. Some of them are:

 # Installation of Deep bore well hand pumps for drinking water. # Illuminations of Village roads. # Health services through periodical medical camps. # Construction/improvements of village roads. # Construction of class rooms, supply of education kits / lab equipments and computers to village schools. # Coaching/Training in sewing & tailoring and local handicrafts & free supply of sewing machines to the trained girls. # Construction of Cyclone Centers (Multi Purpose halls). # Medicines to the District Red Cross Society for the benefit of BPL families. 
(d) and (e): BPCLs Kochi Refinery Integrated Refinery is augmenting its refining capacity from 9.5 MMTPA to 15.5 MMTPA through Integrated Refinery Expansion Project (IREP) which also envisages modernization of refinery to produce BS-IV and V grade auto fuels, Reside up-gradation unit to produce value-added products from heavy stream and production of propylene for proposed integrated petrochemical complex. At present, there is no approved plan for expansion of Barauni Refinery. However, for modernization of Barauni Refinery following projects amounting to Rs.697 crore have been approved: Coke Chambers;

Biturox Plant; Reverse Osmosis Plant; and Flue Gas Cooler.
