Question : REVAMPING OF RAILWAY STATIONS



(a) whether the Railways have identified projects to be executed through Public- Private- Partnership (PPP);

(b) if so, the details thereof and the names of the stations identified in various States including Maharashtra, Uttar Pradesh and Jammu and Kashmir, State/Zone-wise;

(c) the details of funds allocated, released and utilised for this purpose during the last three years and the current year;

(d) whether the Railways have any proposal to launch a scheme for revamping and transforming the railway stations especially by private developers in the country;

(e) if so, the details thereof and the salient features of the scheme; and

(f) the time by which the scheme is likely to be implemented?

ARUNMOZHITHEVAN, SHRI DINESH TRIVEDI AND SHRIMATI SAKUNTALA LAGURI TO BE ANSWERED IN LOK SABHA ON 02.03.2015 REGARDING REVAMPING OF RAILWAY STATIONS.

(a) & (b): Yes, Madam. Ministry of Railways in its Sectoral Guidelines for Domestic/Foreign Direct Investment issued in November 2014 identified the following projects for imple- mentation through Public- Private- Partnership (PPP): (i) CSTM-Panvel Suburban Corridor project, (ii) Dankuni-Gomoh New line, (iii) Whitefield- Kolar New Line, (iv) North- South Dedicated Freight Corridor-New Line, (v) Ajmer-Bangurgram – Doubling, (vi) Durg-Rajnandgaon 3rd line, (vii) Wardha(Sewagram)-Nagpur 3rd line, (viii) Kazipet-Vijaywada 3rd line with electrification, (ix) Bhadrak-Nergundi 3rd line, (x) Sambalpur- Talcher Double Line, (xi) Manoharpur- Bondamanda 3rd line, (xii) Rajkharswan- Chakradharpur 3rd line. Five stations i.e. Habibgunj (Bhopal) in Madhya Pradesh (West Central Railway), Chandigarh in Union Territory of Chandigarh (Northern Railway), Bijwasan and Anand Vihar in Delhi (Northern Railway) and Shivaji Nagar (Pune) in Maharashtra (Central Railway) were initially entrusted to Indian Railway Stations Development Corporations Ltd. (IRSDC), a dedicated organization set up for redevelopment of stations. Gandhinagar station in Gujarat (Western Railway) was entrusted to Rail Land Development (RLDA). Further, Surat station in Gujarat (Western Railway) has also been entrusted to IRSDC for redevelopment. Bhubaneshwar or New Bhubaneswar in Orissa (East Coast Railway) and Baiyyappanahalli (Bengaluru) in Karnataka (South Western Railway) stations are identified for feasibility studies by China Railway Construction Engineering Group at their cost under an MOU dated 18.09.2014 between Indian Railways and National Railway Administration, Government of the People’s Republic of China.

(c): The station redevelopment is envisaged at no cost to Railways by leveraging real estate potential of land and airspace in and around the stations.

(d) & (e): It was announced in Railway Budget 2014-15 to develop at least 10 major stations of Metro Cities and important junctions to international standards by leveraging real estate development of railway land and airspace in and around the stations.

(f): Station redevelopment projects require detailed techno-economical feasibility studies and statutory clearances from local authorities. Though Railways have been making sustained efforts towards expediting various issues, no timelines can be indicated.
