(a) to (c) Digital India Land Records Modernization Programme (DILRMP), the erstwhile National Land Records Modernization Programme was launched in 2008-09 as a Centrally Sponsored Scheme and converted to a Central Sector Scheme with effect from 1st April, 2016 with 100% funding by the Centre.
Substantial progress has been made under the Programme in the basic components. Computerization of Land Records i.e. Records of Rights (RoR) has been completed in 6,11,178 Villages (93.10%) out of total 6,56,503 villages in the country; likewise 1,11,47,387 Cadastral maps (68.51%) have been digitized out of total 1,62,71,251 maps. Computerization of Registration has been completed in 4884 SROs (93.51%) out of total 5223 SROs in the country under DILRMP as on 10.03.2022.
It is to be mentioned that Land and its management is a subject of State list(List II), listed at Sl. No.18 & 45 of 7th Schedule of the Indian Constitution.
The DILRMP is a demand driven programme and depends on the pace of implementation by the States/UTs. The implementation of DILRMP is a complex, sensitive and voluminous work, involving time-consuming processes with technological applications. Gestation period of completion of the various activities/components of this programme is relatively longer as compared to other schemes.
Progress of implementation is monitored regularly by the department through Central Management Information System (MIS). From time to time, review meetings both physical and through Video Conference have been organized. Correspondence and field visits to the States/UTs have been made to impress upon the States/UTs for expediting the programme implementation. The department is facilitating and supporting both technologically and financially to the States/UTs for timely completion of the Programme.
