Question : Functioning of ITIs

(a) whether the Government is aware that untrained teachers are teaching the students in most of the ITIs, running in the private sector;

(b) if so, the reasons therefor;

(c) whether the Government is formulating any plan to train the ITI teachers, improve the standard of ITIs as well as fix the qualitative norms therein; and

(d) if so, the details thereof?

Answer given by the minister

(a) & (b) Yes Madam, Government is aware that there are many instructors in private ITIs who have not undergone craft instructor training as prescribed by National Council for Vocational Training (NCVT). The instructors in private ITIs are recruited by their management and they are not deputing the trainers for attending the training.

(c) & (d) Yes Madam. To improve training of trainers in it is, NCVT has recommended that every instructor who has already joined ITIs shall complete Craft Instructor Training Scheme (CITS) course within a period of three years. Further, the capacity for training of trainers has been augmented. There are 25 centrally funded institutes conducting instructor training. NCVT has also affiliated 15 more private Institute of Training of Trainers (ITOT) thereby expanding the annual seating capacity to more than 10,500.
