Question : FUNDS UNDER UIG PROJECTS



(a) whether the progress of Urban Infrastructure and Governance (UIG) projects has been adversely affected pending release of Additional Central Assistance ;

(b) if so, the details thereof;

(c) whether the Government intends to release Rs.30.89 crore (deducted amount) for eight UIG projects early; and

(d) if so, the details thereof?

(a) & (b): Jawaharlal Nehru National Urban Renewal Mission (JnNURM) is a reform linked Scheme for provisioning of urban infrastructure and services in urban centers. In this, the second and subsequent instalment of Additional Central Assistance (ACA) is released for projects subject to utilisation of 70% of grants and achievement of reforms according to the timelines agreed to by the States and Local Bodies.

(c) & (d): Due to reasons of non-completion of reforms as per committed time lines in the Memorandum of Agreement (MoA) signed by the State Governments, 10% of ACA has been withheld as per schemes stipulation while releasing the second or subsequent installment of ACA for the projects. The withheld amount can be reimbursed upon completion of reforms.
