QUESTION NO. 294 TO BE ANSWERED ON 9TH AUGUST 2021 ASKED BY HON’BLE MP
SHRI SUMEDHANAND SARASWATI REGARDING OVERALL DEVELOPMENT OF
STUDENTS
(a) to (d): National Education Policy (NEP) 2020 envisions holistic development of all
learners. NEP 2020 envisages key curriculum and pedagogy reform across all stages to
move the education system towards real understanding and towards learning how to learn -
and away from the culture of rote learning. The aim of education is not only cognitive
development, but also building character and creating holistic and well-rounded individuals
equipped with the key 21st century skills. NEP 2020 covers the entire spectrum of school
education from pre-primary to senior secondary, and envisions universal access at all levels
of schooling from pre-primary to Class-XII and a new curricular and pedagogical structure
(5+3+3+4). Accordingly, it has been decided to frame the new National Curriculum
Framework (NCF) by incorporating and integrating local and indigenous flavour from across
the country through wider consultations, reflected under the State Curriculum Frameworks.
Samagra Shiksha scheme is an integrated centrally sponsored scheme for school
education which has been launched in 2018 and further extended for next five years in 2021
covers the entire gamut from pre-school to class XII. The scheme treats school education as
a continuum and is in accordance with Sustainable Development Goal for Education (SDG-
4) and NEP 2020 recommendations. The scheme provides support for ensuring that all
children have access to quality education with an equitable and inclusive classroom
environment which takes care of their diverse background, multilingual needs, different
academic abilities and make them active participants in the learning process. The major
interventions, across all levels of school education, under the Samagra Shiksha scheme
are: (i) Universal Access including Infrastructure Development and Retention; (ii)
Foundational Literacy and Numeracy, (iii) Gender and Equity; (iv) Inclusive Education; (v)
Quality and Innovation; (vi) Financial support for Teacher Salary; (vii) Digital initiatives; (viii)
RTE Entitlements including uniforms, textbooks etc.; (ix) Support for ECCE; (x) Vocational
Education; (xi) Sports and Physical Education; and (xii) Strengthening of Teacher Education
and Training.
Further, the NIPUN Bharat Mission for foundational literacy and numeracy has been
launched under the aegis of Samagra Shiksha, which aims at both cognitive and holistic
development of children of age 3-9 years.
PM e-VIDYA, as a part of the Atma Nirbhar Bharat Programme, a comprehensive
initiative for using Technology with Equity has been initiated which unifies all efforts related
to digital/online/on-air education to enable multi-mode access to education. PM e-Vidya has
following components:
? DIKSHA – One nation, one digital education platform
? One class, one TV channel – Swayam Prabha
? E-content for Open School
? Extensive use of Radio, Community radio and podcast
? E-content for visually and hearing-impaired students
The above components have been developed in such a manner that the
e-content available on one digital mode is also available on other digital modes, in a
coherent manner.
