Question : Reservation for Divyang Youth

(a) whether there is any reservation quota for divyang youth in Government service;
(b) if so, the details in this regard; and
(c) if not, the reasons therefor along with the reaction of the Government thereto?

(a) & (b): Based on the provisions of the Rights of Persons with Disabilities Act, 2016, Department of Personnel & Training vide OM No. 36035/2/2017-Estt.(Res) dated January 15, 2018 have issued instructions regarding reservation for persons with benchmark disabilities. These include, inter-alia,

“In case of direct recruitment, four per cent of the total number of vacancies to be filled up by direct recruitment, in the cadre strength in each group of posts i.e. Groups A, B and C shall be reserved for persons with benchmark disabilities.

Against the posts identified for each disability, of which, one per cent each shall be reserved for persons with benchmark disabilities under clauses (a), (b) and (c) and one per cent for persons with benchmark disabilities under clauses (d) and (e), namely-

(a) blindness and low vision;
(b) deaf and hard of hearing;
(c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;
(d) autism, intellectual disability, specific learning disability and mental illness
(e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf-blindness”

(c): Does not arise in view of reply given in Part (a) and (b) above.
