Question : Re-Opening of Closed Railway Crossings

(a) whether there is any proposal to re-open closed railway crossings on which flyovers have been constructed to facilitate movement of pedestrians and light vehicles to avoid accidents occurring thereon regularly;

(b) if so, the details thereof and the steps taken by the Government thereon; and

(c) if not, the reasons therefor?

(a) to (c): Railway sanctions work of construction of Road Over Bridges (ROBs) on cost sharing basis in lieu of busy level crossings subject to certain conditions with State Governments. Consent of State Government for closure of level crossing on completion of ROB is essential prerequisite as railway sanctions the work to eliminate level crossings to improve safety and efficiency of vehicles as well as train operations. After construction of ROB, all road traffic is supposed to pass through ROB. Railways do not consider proposals for reopening of level crossing after construction of ROB. In some cases, Railway may also consider construction of Subway along with ROB to facilitate the movement of non-motorised vehicle units.
