Question : PUBLIC SERVICES BILL



(a) whether there is a need for large scale reforms in the administrative set up of the country;

(b) if so, the reaction of the Government in this regard;

(c) whether a draft for Public Services Bill 2006 has been prepared for this purpose;

(d) if so, the details thereof; and

(e) the time by which the above draft is likely to be approved by the Government?

(a) & (b): The Government has constituted on 31.8.2005, the second Administrative Reforms Commission (ARC) to prepare a detailed blueprint for revamping the public administration system.

(c), (d) & (e): A draft Public Service Bill has been prepared for dealing with all aspects of Public Services. Consultations are presently being held on the draft Bill with the State Governments, various service associations and other stakeholders. No timeframe can, therefore, be fixed at this stage for the enactment of the Public Service Bill.
