Question : DISPLACED FAMILIES



(a) the provisions for providing facilities to displaced families;

(b) the number of complaints received till date for not implementing the said provisions, State/UT-wise;

(c) whether the Government has fixed responsibility on the basis of the said complaints; and

(d) if so, the details thereof and if not, the reaction of the Government thereto and the corrective steps taken by the Government in this regard?

(a) to (d): The National Rehabilitation and Resettlement Policy was published in the Gazette of India on 31st October, 2007. The principles of the policy apply to the rehabilitation and resettlement of the persons involuntarily displaced permanently due to any reason including land acquisition. Further, the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013 came into effect from 01.01.2014 and under the said Act ‘appropriate government’ are responsible for carrying out various provisions of the Act which inter-alia include the rehabilitation and resettlement of displaced persons and also reviewing and monitoring of the rehabilitation and resettlement schemes or plans under the Act. Government of India has established National Monitoring Committee to review and monitor the rehabilitation and resettlement schemes or plans under the Act and also under the National rehabilitation and Resettlement Policy, 2007.
