(a) No Madam. Presently National Sports Policy, 2001 is in existence and aims to achieve the goals of mass participation in sports and promotion of excellence in sports. The various schemes of the department are tailored for achieving of the aforesaid two objectives.
(b) ‘Sports’ is a State subject. Government only deals with the National Sports Federations (NSFs). To ensure that the NSFs adhere to the principles of good governance, Government has issued guidelines including age and tenure limits in respect of Office Bearers of the NSFs, fair and transparent elections, prevention of age frauds and sexual harassment of sportspersons, observance of Right to Information (RTI), etc. These guidelines are part of the National Sports Development Code of India (NSDCI), 2011, which came into effect from 31.01.2001, and aimed at ensuring transparency and good governance in NSFs. Government insists on observance of these guidelines by the NSFs to receive recognition and become eligible to receive financial as well as other forms of assistance from the Government of India. State Governments have been requested to promulgate suitable
instructions / law to enforce the provisions of the NSDCI in order to bring about good governance and transparency in the functioning of all the State and District-level Associations. So far, Delhi Government has issued instructions to Delhi Olympic Association and all recognized Delhi State Sports Associations to comply with the NSDCI. Maharashtra Government has informed that necessary follow up action for enforcement of NSDCI in the State has been initiated. The remaining State Governments were again on 11.08.2015 advised to take immediate steps to implement the same.
(c) Budgetary allocation in respect of the schemes of the department is not state-wise. The budgetary allocation and expenditure of the department under Plan schemes for the last 3 years and the current year is as follows :-

(d) Targets are not fixed state wise. Department is committed to fully utilize the allocated budget under the various schemes and around 47% of the same has been achieved till 29.11.16. The status is regularly reviewed in the department to ensure effective implementation.
(e) The Ministry of Youth Affairs & Sports provides financial incentives in the forms of cash awards and pension under the ‘Scheme of Special Awards to Medal Winners in International Sports Events and their Coaches’ and the Scheme of Pension to Meritorious Sportspersons’. The financial assistance is also provided to the sportspersons in indigent circumstances from its scheme of “National Welfare Fund for Sportsperson”.
