Question : Development of Skilled Workforce

(a) the details of the schemes/ programmes being implemented by the Government for imparting training to youth for their skill development in the country;

(b) the norms/criterion laid down by the Government to avail the benefits of the said schemes/programmes by the youth along with the number of youth trained under the said schemes/the total number of persons who got employment after getting training/programmes during each of the last three years and the current year in the country, State/UT-wise and Scheme/ Programme-wise;

(c) whether the Government has provided required infrastructure, manpower and funds for imparting training to youth under the said schemes/programmes during the said period and if so, the details thereof;

(d) whether the Government is providing assistance to the agencies linked with manufacturing sector for skill development and if so, the target set by the Government in this sector for the next five years; and

(e) the other steps taken/being taken by the Government to increase the number of beneficiaries of the said schemes/ programmes and to improve the required infrastructure therein?

Answer given by the minister

(a) and (b) The Ministry of Skill Development and Entrepreneurship is implementing its flagship scheme known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) on pan –India basis. It aims to train one crore youth for 4 years (2016-2020) with a total outlay of Rs 12,000 crores. PMKVY enables large number of prospective youth for taking Short Term Training and Recognition of Prior Learning (RPL) through accredited and affiliated training partner/training centers. Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), as on 6th July 2017, total 30,67,080 candidates are trained / undergoing training across country.

Under PMKVY 2015-16, it was not mandatory for Training providers to report employment data. However, under PMKVY 2016-20, which started from 2nd October 2016 onwards, placement tracking is mandatory. Till now, a total of 2.9 lakh candidates have been provided placements offer.

(c) and (d) Under PMKVY, funds are provided to accredited and affiliated training partner/training centers per candidate basis for imparting skill training (short term and RPL) to the candidates.

(e) Under the scheme, an amount of Rs. 500 is provided as monetary reward to candidate on completion of training. Further, scheme incentivizes Training Centers (TCs)/ Training Partners (TPs) for facilitating placement of the trained candidates. TCs are mandated to organize placement/rozgar melas every six month with the support of Sector Skill Councils.

Further, process of skill training has been made completely transparent through various IT interventions. All the TPs have to mandatorily go through SMART for their accreditation and affiliation for allocation of targets. The target allocation is based on the grading assigned to the TC by the Centre Accreditation and Affiliation Committee. The grading is linked to quality of training, infrastructure availability, training capacity, past performance, geographical location and other relevant parameters.
