Question : Green Stimulus Measures

a) the details of any environmental-friendly or green stimulus measures in the Atma-Nirbhar Bharat package;
b) whether the Government would consider fiscal measures to boost investment in sustainable green technology, infrastructure and products as part of the COVID-19 stimulus package; and
c) if so, the details thereof and if not, the reasons therefor?

(a) to (c): The Atma-Nirbhar Bharat package provides for a number of schemes/measures towards enhancement of Ease of Doing Business through IBC related measures, Decriminalisation of Companies Act defaults, Ease of Doing Business for Corporates etc., which may benefit all sectors, including environment-friendly industries. The list of measures in the package can be seen in Annexe-I.
An amount of Rs 6,000 crore has also been announced as part of the package for creating employment using Compensatory Afforestation Fund Management and Planning Authority (CAMPA) funds, which is to be used by State Governments for Afforestation and plantation works, including in urban areas, Artificial regeneration, assisted natural regeneration, Forest management, soil & moisture conservation work, Forest protection, forest and wildlife related infrastructure development, wildlife protection and management etc.
Further, schemes like Rs 1 lakh crore Agriculture Infrastructure Fund for farm-gate infrastructure for farmers, Rs 20,000 crore for Fishermen through Pradhan Mantri Matsya Sampada Yojana (PMMSY), Animal Husbandry Infrastructure Development Fund of Rs. 15,000 crores, Promotion of Herbal Cultivation with outlay of Rs 4,000 crore and Beekeeping initiatives of Rs 500 crore have been announced as a part of the package to promote agriculture and allied activities and fisheries which are environment friendly.
Further, measures like Tariff Policy Reform in Power Sector, Privatization of Distribution in Union Territories, boosting private sector investment through revamped Viability Gap Funding Scheme in Social Sector, more World Class Airports through Public Private Partnerships and encouragement for local defence production are proposed as part of the Package for promoting infrastructure and products.
