Question : Panchayat Ghars-Buildings

(a) the number of Panchayat Ghars/ Buildings set up in various States of the country, State-wise;

(b) whether there are a number of villages in the country where the Gram Panchayats have no Panchayat Ghars/ Buildings for operating their offices in the country;

(c) if so, the details thereof and the reasons therefor, State-wise;

(d) the funds provided/ proposed to be provided by the Government for the construction of Panchayat Ghars/ Buildings and computerisation of offices during each of the last three years and the current year; and

(e) the steps taken/ proposed to be taken by the Government for ensuring the Panchayat Ghars/ Buildings for each Gram Panchayat in the country?

(a) & (b) As on 31.3.15, there were 43,653 Gram Panchayats without Panchayat Ghars in various States from which information was available as per Annexure I. As Panchayats is a State subject, it is upto the States to provide building to Gram Panchayats. Several States have not provided Panchayat buildings to Gram Panchayats.
(c) to (e) Providing Panchayat Ghars is primarily the responsibility of the States. However, to strengthen the Panchayati Raj Institutions (PRIs) across the country, funds under the RGPSA have been provided for construction and repair of Panchayat Ghars and also for computers based on the proposals of States. The details of funds sanctioned to States during 2013-14 & 2014-15 for construction and repair of Panchayat Ghars and for computers under RGPSA are given in Annexure-II. The scheme of RGPSA has been transferred to States w.e.f. 2015-16.
