Question : Allotment of Petrol Pumps-LPG Distribution Agency

(a) whether there is a Government Personnel Category in allotment of Petrol Pumps/LPG Distributorship and if so, the details thereof along with the percentage of retail outlets and LPG distributorship in which not a single application has been received under this category;
(b) whether the Government has any scheme to allocate petrol pumps to those who have adequate land at a good location for the petrol pump and if so, the details thereof along with the time by which the allocation of new petrol pumps would be completed in the country specially in Kerala;
(c) the State/UT-wise details of the areas covered under CNG Network in the country at present and whether the Government has any scheme to promote/ improve CNG services in the country and if so, the details thereof along with the time by which CNG services are likely to be provided in the entire country; and
(d) whether the Government proposes to set up CNG pumps in under-developed areas, towns and small cities and if so, the details thereof, State/UT-wise and location-wise?

(a) The guidelines for selection of Retail Outlet (RO) dealerships and LPG distributorships have a provision of 8% reservation under Combined Category 1 (CC1) for RO and Government Personnel (GP) category for LPG Distributorships which inter-alia includes Defence Personnel, Para Military Personnel / Central / State Government and Central / State PSU employees. In the last advertisement, the percentage of advertised locations for retail outlets and LPG distributorships in which no application is received under CC1/GP category is 21.22% (RO) & 13.10% (LPG) respectively.

(b) OMCs have informed that applications are invited through press advertisement for setting up of RO dealership and availability of suitable land with the application is an eligibility criterion for selection. Further, allotment/setting up of RO involves various steps like advertisement, selection of dealers through draw/bidding, field verification of credentials, issue of LOI, procurement of land, obtaining necessary statutory approvals, construction, disposal of complaints. It takes on an average between six months to two year for setting up of ROs, depending on the location i.e. in Rural markets or on Highways. Currently, there is no provision for the direct allotment of dealers.
OMCs have informed that as on 30.6.2019, they have issued 7841 Letter of Intents (LOIs) out of the total locations advertised in the last advertisements
(c)&(d) Establishment of CNG Stations is part of development of City Gas Distribution (CGD) Network and the same is carried out by the entities authorized by Petroleum and Natural Gas Regulatory Board (PNGRB) based on techno-commercial viability of area. So far, PNGRB has authorized 228 Geographical Areas (Gas) for development of CGD Network across the country till 10th CGD Bidding Round. As on 30.3.2019, there are total 1742 CNG Stations in the country. State-wise details of CNG stations are given in Annexure-1.
With regard to proposed plan of Government to increase the number of CNG filling stations, it is informed that CGD entities have made commitment of total 8181 CNG stations as part of their work plan in various authorized GA`s. Details are given in Annexure-2.
