Question : DOPT NORMS- GUIDELINES



(a) whether the Department of Personnel and Training (DoPT) has issued norms/ guidelines for appointment of Chairman and Managing Directors (CMDs) and other Board Members in Central Public Sector Undertakings (CPSUs);

(b) if so, the details thereof;

(c) the names of CPSUs that do not have regular Heads/CMDs/Chief Executive Officers at present;

(d) the date of occurrence of such vacancy and the reasons therefor; and

(e) the steps taken to fill up the vacancies expeditiously?

STATEMENT REFERRED TO, IN REPLY TO THE LOK SABHA STARRED QUESTION NO. 56 REGARDING THE DOPT NORMS/GUIDELINES, LISTED FOR 26.11.2014

(a) & (b): Yes, Madam. Consolidated guidelines for appointment to the Board level posts in CPSUs have been issued by DoPTs communication dated 31.03.2011. A copy of the same is at ANNEXURE-I.

(c) & (d): Out of a total of 64 Schedule ‘A’ and 68 Schedule ‘K CPSUs, the post of CMD is vacant in 9 Schedule ‘A’ and 10 Schedule ‘B CPSUs. Out of the above 19 vacant posts, a conscious decision has been taken not to fill up 02 vacancies of CMDs at present. Thus, there are effectively 17 vacancies of CMDs, the details of which are indicated at ANNEXURE-II.

(e): The filling up of the posts is a continuous process. At any point of time, some vacancies may exist because some of them may be unanticipated. The Government has taken several steps to fill up the vacant posts in Public Sector Undertakings (PSUs). Timelines have been prescribed for all the stakeholders in the appointment process vide DoPTs instructions dated 22.10.2014. Review meetings are regularly held to monitor the status of Board level vacancies. In the quarter from July-October, 2014, three such meetings were held with concerned Ministries/Departments on 31.07.2014,13.09.2014 and 14.10.2014.
