Question : Representation to NCPCR on Child Abuse

(a) whether the National Commission for Protection of Child Rights (NCPCRs) has received representations from various States/UTs about different types of abuses on children;
(b) if so, the details thereof and the action taken by the NCPCR in this regard;
(c) whether the Government has appointed Nodal Officers in various States/ UTs to deal with various types of abuses on children; and
(d) if so, the extent to which Nodal Officers have succeeded in checking or preventing such crimes?

(a) to (b ) The National Commission for Protection of Child Rights (NCPCR) has received 5951 complaints about different types of abuses on children during the last three years and the current year(till 30th June, 2018). The State/UT-wise details are given at Annexure-I. The complaints so received, after due scrutiny, are sent to the concerned authorities for investigation and report. Action Taken Reports (ATRs) received are analyzed and further action is taken accordingly.

(c) NCPCR is mandated to monitor the implementation of the Protection of Children from Sexual Offences Act, 2012 and Juvenile Justice (Care and Protection of Children) Act, 2015. It had requested all the States/UTs to designate senior level officers as nodal officers to collect statistical information on NCPCR’s prescribed monitoring format to enable the Commission to achieve its objective. Nodal Officers have been requested to send monthly report to NCPCR.

(d) The Nodal officers only provide statistical data. Checking and preventing such crime is the responsibility of State Governments.
